Overview

He advises clients on a broad range of import and export compliance matters, helping organizations understand and comply with U.S. trade regulations governing the movement of goods, technology and services across borders. His practice includes counseling clients on Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), economic sanctions administered by the U.S. Treasury Department's Office of Foreign Assets Control (OFAC), U.S. antiboycott requirements, and related customs regulations that impact multinational operations.

Ogbo regularly assists clients with compliance reviews and audits, voluntary self-disclosures and prior disclosures, internal compliance program development, and day-to-day regulatory questions involving agencies such as the U.S. Department of Commerce's Bureau of Industry and Security (BIS) and U.S. Customs and Border Protection (CBP). He also advises on import matters involving tariff classification, valuation, country of origin requirements, antidumping and countervailing duties, and related customs procedures.

Drawing on decades of international trade experience, Ogbo understands the operational realities companies face when navigating evolving global trade requirements. Clients value his ability to translate complex regulations into clear, actionable guidance that helps them manage risk, strengthen compliance programs, and confidently pursue business opportunities across international markets.

Experience

Enabled a petrochemical company to avoid $5 million in harbor maintenance fees after a thorough review and analysis of its domestic marine movements.

Managed a top-tier oilfield services company's legal affairs related to compliance with U.S. antiboycott laws and regulations for over two years.  

Developed export and import compliance programs, drafted export/import compliance manuals, and antiboycott compliance guides/manuals.

Export licensing applications under BIS, including Commodity Classification Automated Tracking System (CCATS) requests.

Export licensing applications under U.S. Department of State, Directorate of Defense Trade Controls, including Technical Assistance Agreements (TAAs) and Manufacturing License Agreements (MLAs).

Assisted clients with CBP import regulations related to on-site reviews of compliance programs including Foreign Trade Zones (FTZs) and duty drawback programs, HTS classifications (including classification of chemicals), valuation, bilateral and multilateral trade agreements; Importer Self-Assessment (ISA); Customs-Trade Partnership Against Terrorism (C-TPAT).
