LaSala, Treeman Serve as Legal Counsel in Development of Overland Park's Bluhawk Complex

Stinson LLP Partners Todd LaSala and Judd Treeman served as legal counsel to the City of Overland Park, Kansas in the development and financing of the 300-acre Bluhawk complex.

Plans for Bluhawk include 1,000,000 square-feet of mixed-use retail, restaurants, multi-family and entertainment development, in addition to a 435,000 square-foot multi-sport complex for indoor hockey, volleyball, soccer, among other sports, and indoor sports tournaments.

"This phase of the Bluhawk development brings a new level of community-focused entertainment and amenities to Overland Park," Deputy City Manager Kristy Stallings, who managed the city's involvement in the project, said. "Todd and Judd were an integral part of the team that made this public-private partnership and the use of public investment tools possible."

Approved financing of Bluhawk includes more than $49 million in sales tax and revenue bonds, in addition to financing from the Transportation Development District and the Community Involvement District. An issuance of over 1$ million in economic development revenue bonds to assist in building out the Bluhawk project over multiple phases was also approved.

A groundbreaking ceremony marking the beginning of construction for Bluhawk commenced December 7. The first phase of the project is expected to open in the spring of 2024.

The cost to build out the entire Bluhawk complex is said to be roughly $434 million.
