Joe focuses his practice on privacy and data security law, advising clients on compliance with complex domestic and international regulatory frameworks.
Overview
Joe counsels clients on rapidly evolving U.S. privacy laws. His work includes drafting privacy policies and data processing agreements, advising on privacy-related aspects of mergers, financings and change-of-control transactions, and responding to data security incidents.
Joe is also the author of The Rutter Group’s California Practice Guide: Privacy Law, which was cited by the California Court of Appeals in a landmark ruling involving the California Privacy Protection Agency’s enforcement authority under the California Privacy Rights Act.
In addition to his privacy practice, Joe brings more than 20 years of litigation experience to his work, representing clients through all stages of litigation and trial. He routinely prepares cases for trial as lead counsel, drafts and argues dispositive motions, and handles pre- and post-trial proceedings in courts across California.

Represented a SAAS company in cross-border data transfers, negotiating the terms of data processing agreements and drafting privacy policy.
Represented a national bank in trial of fraud and negligent misrepresentation claims in Sacramento County Superior Court, resulting in complete defense verdict.
Represented an automobile finance company in trial of claims against flooring lender in San Bernardino Superior Court, resulting in jury verdict in favor of finance company.
Represented a national bank in trial of claims for fraud, negligent misrepresentation, breach of fiduciary duty, breach of contract and breach of the implied covenant of good faith and fair dealing in Sacramento County Superior Court, resulting in complete defense verdict.
Represented two national banks in trial of claims for violation of California’s Homeowners’ Bill of Rights, negligence and slander of title in Sacramento County Superior Court, resulting in complete defense verdict.
