Overview
Emily's practice focuses on advising government contractors and grant recipients on issues relating to procurements and claims, compliance and risk assessments, and mandatory disclosures.
As an Attorney Advisor for the Small Business Administration's (SBA) Office of Hearings and Appeals, Emily helped draft more than one hundred decisions involving small business government contracting disputes, including 8(a) Business Development program appeals, North American Industry Classification System (NAICS) code appeals, and size appeals; eligibility of Service-Disabled Veteran-Owned (SDVOSB) and Women-Owned Small Business (WOSB) appeals; and Department of Veteran Affairs' (VA) Center for Verification and Evaluation (CVE) protests and appeals. To ensure compliance with SBA regulations, Emily reviewed teaming and joint venture agreements, All-Small Mentor-Protégé Program (MPP) agreements, and subcontracting agreements. She also worked on the rollout of SBA's Paycheck Protection Program (PPP) appeals process and helped draft numerous decisions determining eligibility for PPP loan forgiveness.
She has extensive experience analyzing cases involving multiple-award contracts and changes in a business's size under the SBA regulations after a merger or acquisition. She also has represented pro bono clients in immigration matters and civil litigation in hearings and trials before the D.C. Superior Court and the United States Immigration Courts.
Emily's unique skillset, earned by understanding obstacles businesses face, coupled with her litigation knowledge and experience, allow her to counsel clients to stay in compliance with laws and regulations specific to government contractors. Understanding that issues can and will arise for clients, Emily is well-equipped to provide litigation support and counsel for clients, and works tirelessly to provide optimal outcomes.
