Overview

Andrew’s clients rely on his experience in energy, environmental and natural resources law to structure their corporate transactions and navigate permitting and regulatory compliance.

He counsels on project development contracting, acquisitions and divestitures, and financings of electric generation and transmission facilities, with a focus on renewable energy projects such as wind, solar, and storage facilities. Andrew represents utilities and independent power producers in proceedings before state public utilities commissions and handles state and federal environmental permitting and compliance associated with large infrastructure projects in the energy, mining, and transportation sectors.

Experience

Andrew represented developers in state regulatory permitting of utility-sale solar projects, wind farms, and transmission lines in Minnesota, North Dakota, and South Dakota.

Strong experience with PPAs, Interconnection agreements, EPC agreements, and lease agreements, particularly related to renewable generation facilities.

He represented developers, subscribers, contractors, and investors on transactional and regulatory matters related to all aspects of the Minnesota community solar garden program.

He negotiated project agreements and advised on regulatory compliance for distributed solar generation systems in DC, IL, MA, MD, MN, NJ and NY.

Andrew represented mining companies on exploration and development, operations, acquisitions and divestitures, mineral title and mineral regulations, and state and federal environmental review related to hardrock, coal, and industrial minerals throughout the U.S.

Before law school, Andrew worked as a project developer of utility-scale wind projects.
