Russell Frisby Recognized with Energy Bar Association's State Regulatory Practitioner Award
Stinson LLP is excited to announce that Partner Russell Frisby has been selected by the Energy Bar Association (EBA) as a 2019 recipient of the State Regulatory Practitioner award. Frisby will be recognized today at the EBA's Mid-Year Meeting in Washington, DC.
The State Regulatory Practitioner Award recognizes innovation and superior advocacy by members of the EBA. Honorees must make state representation a predominant part of their practice, produce significant results in relation to the state energy regulatory process, and enhance professional competency of the practice of energy law.
Frisby counsels companies in the energy, communications and technology industries on regulatory and corporate issues. He represents these entities in administrative proceedings, litigation and advocacy efforts, and provides strategic and corporate advice. Frisby has extensive experience in developing and implementing strategies to assist companies facing complex situations because of, among other things, changes in the regulatory climate, disruptive technologies, competitive market pressures, or M&A concerns. He has represented clients before the Executive Branch, Congress, the Federal Communications Commission (FCC), the Department of Energy (DOE), the Federal Trade Commission (FTC), state utility commissions, state legislatures, federal courts and has testified before Congressional committees.
Frisby served as chairman of the Maryland Public Service Commission. During his tenure, the Commission was renowned for its progressive policies in telecommunications, gas and electric matters. Frisby has frequently written and lectured on energy and telecommunications issues and has been repeatedly recognized by Super Lawyers in Washington, DC. Frisby is a member of the Board of Governors of the American Bar Association where he chairs its Governance Committee. He is past chair of the ABA's Standing Committee on Governmental Affairs. Frisby is a Senior Fellow of the Administrative Conference of the United States and previously served as chair of its Committee on Regulation. He is the past chair of the ABA's Section of Administrative Law and Regulatory Practice. Frisby previously served on the boards of Pepeco Holdings, Inc. and PAETEC Communications. He was recently recognized in the 2020 edition of Best Lawyers in America© in Administrative and Regulatory Law.
