| | Jane returned to the St. Louis office in January 2005 after serving as Chief Legal Counsel and Chief of Staff to the Governor of Missouri. Dueker was a partner with Stinson Morrison Hecker LLP prior to serving in the Governor's office. Jane has extensive jury and bench trial experience representing a wide variety of clients in general and complex commercial litigation. Jane has litigated in many of Missouri's circuit courts and has appeared before each of Missouri's Courts of Appeals, the Missouri Supreme Court, Missouri's federal district courts, the Eighth Circuit Court of Appeals, and has briefing experience before the United States Supreme Court. As part of the firm's Governmental Solutions Practice Group, Jane also has extensive experience and unique capabilities in state and federal governmental practice, including providing day-to-day outside general counsel advice, representing clients before various governmental agencies, litigating administrative issues in all levels of state and federal courts and providing assistance with legislative initiatives. |

- General Commercial Litigation: contract disputes, employment matters including discrimination and post termination competition issues, unfair competition claims, land use and zoning issues, real estate disputes, antitrust claims, construction matters and collection matters
- Administrative/Governmental Experience: constitutional law, utility regulation and rate case proceedings, validity of state regulations, social services, state tax credits, economic and housing development assistance and state contracting

Of Note | Jane served as Chief of Staff to the Governor of Missouri from April 2003 until December 2004. As the chief executive officer to the Governor, Jane supervised statewide Governor's Office operations including budget, board and commission appointments, judicial appointments, legislative affairs, media and communications, policy development and implementation, legal and constituent affairs. Jane also supervised management of Missouri's 18.9 billion dollar budget, and executive agencies including the Office of Administration; and the Departments of Agriculture, Corrections, Economic Development, Health and Senior Services, Homeland Security, Insurance, Labor and Industrial Relations, Mental Health, Natural Resources, Public Safety, Revenue and Social Services. Jane also oversaw the Governor's policies and relations with the State's independent Boards and Commissions including: the Missouri Development Finance Board; Missouri Housing and Development Commission; Missouri Health Facilities Review Committee; the Missouri Department of Conservation; Missouri Department of Transportation; State Board of Education and the Coordinating Board for Higher Education.
As Chief Legal Counsel to Missouri's Governor, Jane supervised the general counsels and legal affairs of the state's executive agencies, served as liaison to the Attorney General's office on legal matters involving the state and provided legal analysis for legislative initiatives.
Jane was an Assistant Missouri Attorney General from 1992 to 1995. While at the Attorney General's Office, Jane provided general counsel and litigation representation to the Governor and State Treasurer, as well as various state agencies, including the Department of Elementary and Secondary Education, the Department of Health, the Missouri Health Facilities Review Committee and the Missouri Department of Revenue. |
