Carl practices almost exclusively with health care providers on a broad range of matters. Prior to entering the legal profession, Carl spent 25 years in health care on administration, most recently as Vice President for Finance and Chief Financial Officer for a large regional medical center. This practical experience enables Carl to understand issues facing clients and work with clients to find practical solutions to complex business situations. Carl has been involved in joint ventures, physician recruitment, service contracts/arrangements, clinic purchases and establishment, reimbursement issues and administrative appeals including Medicare and Medicaid appeals and state reimbursement programs. During his healthcare career Carl served as president of the Nebraska Chapter of the Healthcare Financial Management Association (HFMA) and The Ak-Sar-Ben Chapter of the American Association of Healthcare Administrative Managers.

  • Assisted provider achieve a substantial reduction in a demand for repayment resulting from a comprehensive review by the Medicare intermediary

  • Assisted group of physicians in formation of professional corporation, retaining rural health clinic designation and completion of lease and asset purchase and employment agreements

  • Assistance to hospitals, physician groups and individual physicians in drafting and implementing compliance plans

  • Assists health care clients who are a party to federal and state investigations

  • Assists hospitals, nursing homes, home health agencies, physician groups and individual physicians on compliance with the Stark law, federal Anti-kickback statute, Health Insurance Portability and Accountability Act privacy issues and other state statutes and surveys

  • Assists network of providers in anti-trust and business issues concerning development of an integrated network

  • Numerous representation on matters involving a health care providers federal tax-exempt status and compliance with the Nebraska Nonprofit Corporation Act

  • Assists with physician recruitment, independent contractor, and employment arrangements
