Sarah Toevs Sullivan has more than 20 years’ experience in environmental law. Her practice includes environmental permitting and compliance, remediation, corporate and real estate transactions. Sullivan formerly served as Associate Regional Counsel in EPA Region 7 in Kansas City. While in private practice, Sullivan has represented chemical manufacturers, aviation manufacturers, electric and gas utilities, pipelines, retailers, financial institutions and real estate companies in all aspects of environmental law, including Superfund, RCRA, the Clean Air Act, the Clean Water Act and EPCRA.
Sullivan has experience in defending agency enforcement actions, including successfully negotiating consent decrees resolving complex enforcement actions and cleanup issues. She has extensive experience, under both RCRA and CERCLA, at sites involving manufactured gas plant waste, solvent-contaminated groundwater, PCB disposal, asbestos and lead. She has successfully defended clients in enforcement actions under the Clean Air Act, the Clean Water Act, RCRA and TSCA. She has counseled clients on a wide range of compliance issues, including Clean Air Act new source review, hazardous waste management, refrigerant management, NPDES permitting and compliance, and lead paint. She has assisted clients on environmental compliance auditing and development of environmental management systems. She has counseled clients in real estate transactions and in corporate mergers and acquisitions.
