Wayne is chairman of the firm's Nonprofit Tax-Exempt Organizations Practice Group. He serves as outside legal counsel for the American Optometric Association and other nonprofit tax-exempt organizations, including hospitals, colleges and universities. Wayne was formerly a government trial attorney in the Chief Counsel’s Office of the Internal Revenue Service, where he handled federal tax cases for the IRS, including cases involving tax-exempt organizations under Section 501(c)(3) of the Internal Revenue Code. Currently, Wayne is the chair of the Great Lakes Tax Exempt/Government Entities (TE/GE) Council, a 10-state region with its primary focus on exempt organizations and employee plans.His experience encompasses tax-exempt organizations with respect to various organizational and operational issues dealing with business and tax planning, including governance matters, compliance programs, contractual matters, joint ventures and challenges to exempt status, together with federal audits and litigation.
As a national expert in the tax-exempt area, Wayne has been interviewed and quoted in USA Today, Modern Healthcare, Health Leaders and the St. Louis Business Journal on a number of tax-exempt issues.
