Tom is a member of the firm’s Real Estate Division and has a multi-faceted practice focusing on real estate and asset-based lending, commercial leasing, zoning and other land use issues, real estate development, redevelopment financing, construction and environmental matters. Tom has extensive experience representing real estate investment trusts, financial institutions, and commercial and residential real estate developers, owners and tenants. He also maintains a substantial general business practice, representing clients in matters such as entity formation and structuring, supply and distribution contracts and other agreements.

Representative Experience

Tom was the principal drafter of the Illinois Innovation, Development and Economy Act (also known as the “STAR Bonds Financing Act”). He represents developers in Missouri and Illinois involved with STAR bonds, tax increment financing, community improvement and transportation development districts, tax rebate agreements, tax credits and other public finance incentives.
Provides counsel to some of the country’s largest financial institutions, as well as local community banks and REITs, in connection with an array of secured transactions, documenting commercial and industrial lines of credit, and complex real estate and construction loans, including so-called “end to end” loans.
Handles zoning, land use, annexation and other municipal approvals for property owners, developers, and commercial tenants.
Drafts and negotiates leases, purchase and sale agreements, development agreements, reciprocal easement agreements, and construction contracts for movie theaters, retail shopping centers, vineyards and wineries, office developments, industrial facilities, and other commercial properties.
Represents developers in all aspects of single and multi-family residential developments, including providing counsel to the St. Louis region’s largest homebuilder.
