Stinson Morrison Hecker LLP has one of the Midwest’s most dynamic public law practices. We take pride in the diversity of our practice and in the fact we continually provide legal services to a large number of cities and other public sector entities on the full range of critical issues. The attorneys in the Public Law practice group, two of whom are currently, or have been, city attorneys during their legal careers, focus their practice on serving the legal needs of public sector entities. There also is a large number of firm attorneys in other firm practice groups that have substantial experience representing public sector entities and those who are former or current elected officials of public entities. Practice Overview Our representation covers the full range of issues that are critical to public entities, encompassing issues such as: authority to act; open records and public meetings; procurement and contracting; home rule and general municipal powers; public finance; development and redevelopment; land use; economic development incentives; public facility financing; various Constitutional issues (including First Amendment, Fifth Amendment "takings," due process, equal protection and Commerce Clause issues); annexation and boundary adjustment; eminent domain; environmental and storm water management; labor and employment; telecommunications; and municipal utilities. Our practice also includes more arcane issues such as the application of antitrust, employee benefits and tax law to public sector entities. In addition, the firm provides litigation support in all of these areas.
