Neil represents primarily public sector clients on a variety of local government law issues and related litigation. Previously, Neil worked for several years as a staff attorney for the League of Kansas Municipalities, representing the interests of Kansas municipalities before the Kansas legislature and the courts, and for six years served as First Assistant City Attorney for the City of Overland Park, Kan. He has served as the appointed City Attorney for the City of Roeland Park, Kan., since 1991 and as City Attorney for the City of Mission Hills, Kan., beginning in 2007. In addition, he serves as special counsel for a number of municipalities on issues relating to land use and development, development/redevelopment incentives, annexation, public infrastructure financing, eminent domain and a variety of regulatory issues. He also serves as lead counsel for local governments on litigation matters, including constitutional and civil rights claims. Neil is a frequent speaker and author on issues of interest to local government.
