For 25 years, Jonathan has been active across a broad range of energy issues, ranging from restructuring in the electric and gas industries to traditional rate regulation. He is an experienced administrative litigator, with extensive transactional experience in the regulated arena.In the area of electric regulation, on behalf of investor owned utilities, municipalities and marketers, Jonathan has been actively involved in those proceedings leading to the development of the Federal Energy Regulatory Commission’s open access directives, in regional transmission organization (RTO) development, management and regulation, and in advising clients on compliance with the Commission’s related directives. He has counseled clients on an array of regulatory issues associated with electric utility mergers and acquisitions and has been involved extensively in independent power issues and litigation under the Public Utility Holding Company Act (PUHCA) and the Public Utility Regulatory Policies Act (PURPA).In the natural gas area, Jonathan has been at the forefront of those issues facing the industry before and after FERC Order Nos. 636 and 637. Jonathan’s natural gas experience includes extensive administrative litigation before the FERC, certification under Section 7 of the Natural Gas Act and an active appellate practice.
