Glen has practiced electric utility regulatory law for more than 30 years, following a four-year stint as a trial attorney in the electric rates and regulation division of the Federal Power Commission, predecessor to the Federal Energy Regulatory Commission (FERC). He represents municipally-owned electric system, rural electric cooperative and investor-owned utilities before FERC and the courts in a wide variety of electric utility restructuring, wholesale market and transmission-related matters involving FERC Order No. 888-mandated open access, Order No. 2000-mandated Regional Transmission Organization formation, Standard Market Design-related matters, and utility mergers. Most recently, Glen has been extensively involved in complex multi-party litigation before FERC involving cost allocation proceeding disputes under the Entergy System Agreement, California restructuring and related California Independent System Operator market and tariff matters, PJM locational marginal pricing, and the SeTrans RTO formation and approval process in the Southeast. He also has considerable transactional experience in the electric utility sector.
