Dave, who is Managing Partner of the Washington, D.C. office and a member of the firm’s Executive Committee, specializes in and limits his practice to representing clients in electric utility, natural gas and petroleum industries before the Federal Energy Regulatory Commission and the Federal Appellate Courts. A four-year stint at the Federal Energy Regulatory Commission, where Dave served as staff attorney and the Deputy Assistant General Counsel, brought extensive knowledge of all aspects of energy law.

Representative Experience

Advise and represent publicly and privately-held corporations on matters involving: electric generation and transmission; natural gas sales and transportation; and petroleum product pipelines and refining
Prepare and defend all necessary filings for rural electric cooperatives to comply with FERC jurisdiction
Negotiate and draft agreements for public power electric utilities to join Regional Transmission Organizations
Represent state regulatory commissions and attorneys general in major rulemakings rate litigation and environmental impact cases
Provide utilities with FERC and NERC compliance training
Defend utilities in FERC and NERC enforcement/penalty actions
Negotiate and defend in litigation natural gas supply arrangements for electric generator
